Some clips have high quality version, for example see the HQ button directly under the clip

If you don't see the HQ button then it is already at the full quality of the original clip. Of course if you are an expert in video editing with some very expensive software, there are ways to improve the quality of any clip but not by much.

As to downloading, the clips are hosted on youtube so you can use any program for downloading clips from youtube, such as this: http://keepvid.com/
